2ユーロ記念硬貨、すべてのユーロ圏加盟国で法定通貨として2004年以降ユーロ圏の加盟国によって鋳造および発行された特別なユーロ硬貨です。コインの表側だけが異なります。一般的な裏面はそうではありません。コインは通常、歴史的な出来事の記念日を記念したり、特に重要な現在の出来事に注目を集めたりします。2007年、2009年、2012年、2015年には、国の碑文が異なるだけの一般的な記念コインがありました。2017年末までに、2ユーロ記念硬貨の322のバリエーションが鋳造されました– 2004年に6回、2005年に8回、2006年に7回、2007年に20回(共通の問題の13バージョンを含む)、2008年に10回、2009年に25回(共通の問題の16バージョンを含む)、2010年に12回、16回2011年、2012年に30(共通の問題の17のバージョンを含む)、2013年に23、2014年に26、2015年に47(共通の問題の19のバージョンを含む)、そして2016年に両方とも32そして2017年、フィンランドイタリアルクセンブルグサンマリノバチカン市国は、 2004年から毎年少なくとも一つの記念貨幣をリリースした唯一の国です。

記念コインの数は、(一般的な問題に加えて)国ごとに年間2つ(2012年以前は1つ)に制限されており、総造幣量の5%に制限されています。均一性を確保するために、設計にも制限があります。

2ユーロ記念コインは収集品になりましたが、正式に「コレクターコイン」と呼ばれ、通常は貴金属でできている2ユーロとは額面が異なる記念コインとは異なります。[1]

規制と制限

記念コインの基礎は、2004年1月1日以降にユーロコインの表側を変更することを許可し欧州理事会の決定に基づいています。[2]ただし、いくつかの推奨事項と制限が引き続き適用されます。

2つの制限が設計に関係しています。ユーロ硬貨は依然として共通の裏側を持っている必要があるため、国の表側のみを変更できます。また、一部の硬貨に描かれている国家元首がそれ以前に変更されない限り、標準的な国の表側自体は、早くても2008年までに変更されるべきではありません。 (この句は、すでにモナコ、バチカン市国、のために施行された状態の頭-レーニエ3世教皇ヨハネ・パウロ二世その国家の表裏両面2006年に変更された2005年に、それぞれ-死亡したと)

さらなる規制により、記念コインの発行の頻度と数が制限されています。2012年までは、各加盟国は1年に1枚の記念コインしか発行できず、その年以降は1年に2枚のコインを発行でき、2ユーロのコインとしてのみ発行されます。年間に流通するそのようなコインの総数は、次の2つの数の大きい方を超えてはなりません。[3]

  • ユーロ圏のすべてのメンバーによって流通している2ユーロ硬貨の総数の0.1%。コインが非常に重要で注目に値するイベントを記念している場合、この制限は例外的に最大2.0パーセントまで引き上げることができます。この場合、このより多くのコインを発行する加盟国は、次の4年間、記念コインを流通させることを控えるべきです。
  • 加盟国が2ユーロ記念硬貨を発行して流通させた2ユーロ硬貨の総数の5.0%。

別の決定により、コインのデザインに関する2つのガイドラインが追加されました。コインを発行している州は、フルネームまたは明確に識別可能な略語を記載することにより、何らかの方法で表側で明確に識別される必要があります。コインの名前も金種も表側で繰り返さないでください。これは、共通の裏側ですでに紹介されているためです。[4]

これらの制限は遡及的に適用されません。新しいデザイン、つまり、新たにユーロに加盟する州またはデザインを変更するユーロ圏の州の定期的な発行の表側と、2006年以降に発行された2ユーロの記念コインのみが対象となります。ただし、設計が規則の最初の更新に違反した5か国(オーストリアベルギーフィンランドドイツギリシャ)は、当初、フィンランドが2007年に[5]、ベルギーが2008年に行ったように、将来的に設計を変更する必要があると想定されていました。

別の決定により、ルールが再び変更されました。[6]

  • コインのデザインを取り巻く欧州連合の12の星は、年のマークや国の名前など、国のデザインを囲む必要があります。星は、欧州連合の旗に配置されているのと同じように表示される必要があります。(これらの推奨事項は、現在、ルクセンブルク語とスロベニア語のコインでは満たされていません。)
  • ユーロ硬貨のデザインは、次の2つの特定の状況を除いて変更できません。

  • 記念コインのエッジレタリングは、通常のコインのエッジレタリングと同じである必要があります。

ベルギーは、その君主の元の肖像画を表示するためにデザインを元に戻すことを余儀なくされました。これは、推奨事項に従う2008年の更新でも肖像画が更新されたため、規則に違反していました。 2009年以降のベルギーの硬貨は、1999年の元の王室の肖像画を示していますが、それ以外の場合は、国の識別と年のマークに関する限り、新しい2008年の硬貨のデザインを維持しています。これらの規定はさらに、バチカン市国によるさらなる使徒座空位硬貨のセットを禁止し、そのような場合には記念硬貨のみを許可します。スペインは2010年以降、新しい規則を満たすために設計を更新し、オーストリア、ドイツ、ギリシャ、ルクセンブルグ、スロベニアは依然としてそれらに違反しています。[7]

2012年に、欧州理事会はユーロ硬貨の新しい仕様を設定し、現在の規制に完全に準拠するように更新される通常の硬貨の国内側の期限を(第1条gで)指定しました:2012年6月20日。[8] 2012年も、ユーロ硬貨の発行に関する新しいEU規制が締結され、年間2ユーロの記念硬貨の許可数が2つに増えました。[9]

問題

Due to special laws requiring that every coin bear the incumbent Grand Duke's portrait, the Luxembourgish edition of the common €2 commemorative coin differs slightly from the others in addition to the translated inscriptions, since two latent image of the Grand Duke's portrait were added (as required by national law). The method used (multi-view-minting) was even more sophisticated than the one used in 2007, as portraits of the Grand Duke from the left and the right could be seen, depending on which way one tilted the coin.[116]
